Merchant Minimum Customer Pledges to Join

This ensures customers who may find new merchants on FencyPay know that there are customers before them who support that merchant on FencyPay BEFORE the merchant can accept rewards.

These are not hard or difficult requirements for even merchants with small stores & customer counts, but are important to the integrity of a local shopping community.

A business that can engage with their customers, send them to FencyPay, and sign up to pledge to that business means they will be successful on FencyPay...because our rewards app only works when customers & merchants are engaging with each other and have a healthy shopping relationship.
